For That P20/kg Rice, Where’s Your Vision, Mission & Strategy? “We Need A Mega Farm” – Agrarian Head Bernie Cruz. “We Need A Mega Plan” – Aggie Head William Dar

As a presidential candidate, Ferdinand “BBM” Marcos Jr made one of his private aspirations public – a P20/kg rice – to make the staple food affordable to millions of Filipinos. The million-dollar question is: “How to bring about that miracle?”

KMP Head Danilo Ramos: “Increase local production.”
In April, Charie Mae E Abarcasays Kilusang Magbubukid ng Pilipinas(KMP) Chair Danilo Ramos “underscored that the only ‘sustainable way’ to make rice affordable is by increasing its local production” (28 April 2022, “Farmers Disprove BBM’s P20 Per Kg Rice Promise,” Manila Bulletin, mb.com.ph).

Agrarian Head Bernie Cruz: “Consolidate production.”  
In June, ANN came up with the news: “P20/kg Rice Possible By 2023 Via 'Mega Farm': DAR Chief” (Author Not Named, 08 June 2022, ABS-CBN News, news.abs-cbn.com):

Rice prices in the Philippines can go down to P20 a kilo as early as second quarter of 2023 through a "mega farm" or consolidated production, outgoing Agrarian Reform Secretary Bernie Cruz said Wednesday. … An initial "mega farm" of 150,000 hectares is needed to boost production and lower prices.

Frank A Hilario: “Vision, Mission, Strategy.”
You cannot simply proceed & produce a P20/kg rice. First, you must contemplate the National Vision, Mission & Strategy for Agriculture. And I know someone has already done that!

Aggie Head William Dar: “New Thinking For Agriculture.”  
Also in June, Neil Arwin Mercado says, “P20 Per Kilo Price Of Rice ‘Not Yet Possible,’ Says Agri Chief” (08 June 2022, Inquirer.net, newsinfo.inquirer.net). Secretary of Agriculture William Dar said:

 i-planong maigi (We have to  plan well) how we can achieve that level of price for rice.

Truth to tell, Mr Cruz’ concept of “mega farm” or “consolidated production” for rice is only part of Mr Dar’s New Thinking for Agriculture.

Learning from Mr Dar, we need more than just farm consolidation.

I emphasize here that Mr Dar did come out with his “The New Thinking For Agriculture” even before it was announced that PRRD had appointed him Agriculture Secretary. Let me put it this way:
Vision – “Masaganang Ani at Mataas na Kita.” (Bountiful Harvest & Bounteous Income – my translation)
Mission – Servant Leadership.
Strategy – Reorient the management of the Department of Agriculture and its many agencies, including the attached.

Within The New Thinking came Mr Dar’s “8 paradigms to level up agriculture” (my shortcut list): “1. Modernization; 2. Industrialization; 3. Promotion of export; 4. Consolidation of small-and-medium-size farms; 5 Infrastructure development; 6. Higher budget & investment; 7. Legislative support; 8. Roadmap development.”

If Manila Bulletinor any other group is thinking of a P20/kg rice produced by a Secretary of Agriculture other than Mr Dar, I want the Bulletin people to read also my 05 March 2020 essay, “Is William Dar Sleeping On The Job, Or BusinessMirror Sleeping With The Mouse?” (Ammom, Pilipinas, Blogspot.com).
