Are you rejoicing that the University of the Philippines (UP) is “the top school in the country” according to the latest Quacquarelli Symonds (QS) World University Rankings? As a UP Los Baños alumnus, I say UP can be proud only if it were among the Top 100.
QS computes the rankings of world universities according to this “Methodology” (“Web of Science,” Wikipedia, en.wikipedia.org), my italics:
40% Academic peer review
20% Faculty/student ratio
20% citations per faculty
10% employer reputation
05% international student ratio
05% international staff ratio
40%: “Academic peer review” – Your peers will rate you zero if you are not a published author!
20%: “Citations” – You cannot be cited by authors of technical papers if you are not published.
Now then, a maximum of 60% QS rating actually comes from technical publications. And in this sphere, UP Diliman is at the bottom! Proof – In the websiteUP Diliman Journals Online(journals.upd.edu.ph) – 30 are listed; here they are according to each's last issue (year):

UP needs digital editorial assistance. For UP to rise to Top 10 in Asia, let me be the Virtual Editor In Chief of any of the UP Diliman journals just to educate the editorial & production staff on how to digitalize a whole issue of a journal, from papers submitted to volume issue in printable document format (pdf).
You don’t know me. I am digitally self-taught. When I was 63 (2003), as a one-man-band digital Editor In Chief, I brought the Philippine Journal of Crop Science from 3 years late to up-to-date in 3 years and, in the next year made it ISI (“Web of Science”). That’s unbeatable!
I will teach the staff of any UP journal virtually for a single professional fee: technical editing, text formatting, sectioning, page layouting, assigning a running page – the works! The whole thing can be digitally recorded, yes. This single engagement will last until that complete issue has been favorably reviewed by the experts of that journal before publishing.
